You need to play a hundred more years to unlock mounts! Anyway, you get some from doing the PoF story (like 3 or 4). The rest through achievements. But you need to complete a certain amount of the story to unlock those achievements in the first place. If it's just the mount you're after, simply switch the story to ep3. You won't have to go anywhere near Istan for that. Mount work as an extension of player character and also have special features that you need in certain maps to access area that you will have trouble or can not reach without mount (Jackal can use Sand portals to access places which is otherwise closed; Beetle can open passage through knocking down special doors etc).
